purchase order closeout evidence checklist
A purchase order closeout evidence checklist brings the governing PO, approved changes, receiving records, invoice records, remaining commitments, exceptions, and closeout approval into one packet. It shows whether the records reconcile and who has authority to close the order.
Administrative support can assemble and compare records. Procurement, budget, contract, and finance owners decide whether incomplete delivery, an invoice variance, or an unused balance permits closure.
Confirm the governing PO version
Record the supplier, PO number, entity, currency, original amount, approved changes, current ceiling, covered period, and closeout owner. Arrange amendments in effective-date order. An unapproved change request belongs in the exception list, not in the governing total.
Preserve the source documents. The checklist should reference them rather than recreate contract terms.
Reconcile the four closeout views
| View | Question | Evidence |
|---|---|---|
| Order | What was authorized? | PO and approved changes |
| Receipt | What goods or services were accepted? | Receiving or service record |
| Invoice | What was billed and posted? | Invoice and AP record |
| Commitment | What remains expected or reserved? | Procurement and budget record |
A zero open invoice balance does not prove that all goods were received or that no commitment remains.
List exceptions without resolving them silently
Name missing receipts, quantity differences, price differences, tax questions, duplicate invoices, credits due, open returns, disputed service acceptance, and unmatched commitments. Assign each item to the owner who can decide it.
Use the purchase order exception log for detailed resolution work. Link the final disposition back to the closeout packet.
Obtain an explicit closeout decision
Present the reconciled totals, exception dispositions, remaining balance, and source dates to the authorized owner. Record approval, conditions, and time. If the owner approves closure with a documented residual item, preserve that instruction rather than deleting the difference.
Accounts payable support can prepare the packet and follow up on missing records. It should not release budget, cancel commitments, or close the PO without authorization.
Verify the system result
After the authorized closeout, record the system status, close date, user or integration reference, released commitment result, and any error. Compare the result with the approved instruction.
Close the checklist only when the system state and evidence packet agree or the owner has documented the remaining difference.
